I maj 1980 åbnede Fidel Castro havnen i Mariel, Cuba med det tilsyneladende til hensigt at lade nogle af hans folk slutte sig til deres slægtninge i USA. Inden tooghalvfjerds timer, 3.000 amerikanske skibe var overskriften for Cuba. Det blev hurtigt klart, at Castro var at tvinge bådejere til at tilbage med dem, ikke blot deres slægtninge, men bunden af hans fængsler.
